    I was wondering why you needed the puffs when buying the Charmin paper if buying 4 is over the $25 Am I missing something lol

      You have to have the puffs because the amount is calculated about coupons, so if you use (4) $1/1 coupons, then your total is $23.96. You need the tissues to go over $25.
